Arts Council of Wales finds itself racist for asking employees to speak Welsh
The Arts Council of Wales spent £51,000 on a report that found its own Welsh language policies âsystemically racist.â By asking workers to know the language, the council upholds a âwhite supremacist ideology,â the report claimed.
The Arts Council of Wales tests its employees on their Welsh language skills every year, while National Museums Wales assesses whether Welsh language skills are âessentialâ for particular roles.
However, the arts council recently paid an outside organisation, the Welsh Arts Anti-Racist Union, £51,000 ($69,474) to investigate whether these language policies exclude black people and other non-white minorities.

Artists and workers quoted in the report said that they thought âWelsh meant white,â and that the arts groups were run by âwhite people (gate-keepers),â with the language requirements used to â[keep] it that way.â
The arts groupsâ âcontinual exclusion and disregard for black and non-black communities is not due to willful ignorance; it is due to a calculated and repetitive pattern,â the report continued, accusing them of âwhite supremacist ideology,â among other Robin DiAngelo-esque buzzwords.
As for recommendations, the reportâs suggestions included ârelaxing the emphasis on having to speak Welshâ or âjob sharing in roles that may require Welsh language proficiency.â It also recommended the arts groups hire more black and non-white workers in HR to break down âbarriers to inclusion particularly in regards to how people are hired.â

In a joint statement, both groups said that it was ânot acceptable that access to publicly funded culture is so unequally distributed.â
âAt the same time, we had to face some difficult and important truths in response to the Black Lives Matter movement and to reflect on our role in tackling racism,â the statement continued. âAs a result, we have started to develop a sharper understanding of the role that Amgueddfa Cymru [National Museums Wales] and the Arts Council of Wales can play in achieving race equality.â
According to the latest census data, Wales is more than 95 percent white. However, the language requirements donât just impact the less than five percent of the country thatâs black, Asian, or mixed. Many white Welsh canât speak the national language either, with less than a third able to speak and understand Cymraeg.
